Yes, Vend transactions will be treated as is at the Vend side using the tax applied to local transactions.

Magento sales however when synced back to Vend will use the tax implemented at Magento side

It is a requirement that the same Magento tax needs to be set at Vend so it can be reconciled displaying the same transaction amounts.
